Intercept Risk
Local authorities face a continual battle to reduce fraud and error within Housing and Council Tax Benefit. Providing housing benefit departments with the ability to identify trends and correlate customer information allows managers to target resources on fraud and error reduction activities that will have maximum impact on outcomes.
SunGard Public Sector’s Intercept Risk is a real time fraud and error detection and prevention system incorporating sophisticated data modelling algorithms to improve Local Authorities’ performance against the Right Benefit indicator. Using the information held on the Single Housing Benefit Extract (SHBE), Intercept Risk profiles the housing benefit caseload by running risk assessments on individual cases identifying the likelihood of fraud or error. Better targeting of resource on to those cases with a high risk score leads to improvements in intervention success.
Intercept Risk enables you to balance your resource. Using the system, you can:
- Seamlessly integrate Intercept with your Back Office system.
- Access unique Risk Rating to target changes and overpayments.
- Identify the same number of changes using less resources.
- Identify overpayments early and therefore reduce their overall value.
- Access intuitive search facilities to use your local knowledge.
- Significantly reduce the time taken to compile visiting lists.
- Cross-match new claim data with other participating LAs to secure the gateway.
- Trace debtors who have moved away.
- Avoid expensive software installation and hardware cost with a hosted secure system.
Intercept Risk Managed Services
To lighten to burden even further, SunGard Public Sector Aspiren has now introduced Intercept Risk as a Managed Service.
SunGard will provide a file of current high risk claims, where a change is likely to occur and also takes account of your individual LA requirements:
- A number of cases that you can reasonably work with.
- Any exclusions that you may want to make due to internal policy - e.g. pensioners.
- Segments of caseload that you my wish to target.
As part of the managed service, we would also help to evaluate the effectiveness of the campaign. The benefits of this are that:
- You do not have to provide resources to create the intervention campaign.
- The success levels also mean a leaner service and a more effective utilisation of staff time (reducing waste).
- Identification of overpayments, therefore improving your overpayment subsidy position.
